/repos/{owner}/{repo}/issues/{issue_number}/dependencies/blocked_byList issues blocking an issue
Lists the issues that block a specified issue from progressing. Use owner, repo, and issue_number to identify the issue, then use page and per_page to paginate the blocking issues. Results use the issue representation and support selectable Markdown body formats.

Error handling
A 404 is returned when the repository or issue cannot be found, and a 410 is returned when the issue is gone. per_page must not exceed 100, and page identifies the results page. Use page and per_page to paginate the results.
